PURPOSE:To prevent the generation of unnecessary and abnormal discharge resulting from driving electrode wirings, by covering the driving electrode wirings on a dielectric layer with an insulating coverage layer consisting of a low melting point glass which is a sealing material. CONSTITUTION:On plural driving electrode wirings 5 arranged over a dielectric layer 3 excepting the display area, an insulating coverage layer 9 consisting of a low melting point glass which is a sealing material 7 is furnsished to make this composition. Therefore, a gap of space is made between the insulating coveragr layer 9 and the surface of a dielectric layer 13 at a rear side glass base plate 11 opposite to the coverage layer 9, and the voltage of the discharge starting within the gap is made higher than an ordinary discharge voltage. As a result, the generation of an unnecessary and abnormal discharge at the place other than the specific discharge area, such as the area between the driving electrode wirings 5 each other, or between each driving electrode wiring 5 and each Y electrode for display 12 at the base plate 11 side opposite through the gas discharge gap 8, can be prevented.
