PURPOSE:To enable a plug body to be pressedly brought into contact with a plug seat always at a constant pressure, by combining rolling elements for lifting or lowering a spindle and recessed parts. CONSTITUTION:The case body 2 of a flow control device 1 has a fluid flow passage 6 and a plug seat 7. A spindle 9 consists of an upper spindle 9a and a lower spindle 9b which has a plug body 11 at the lower end. On the upper surface of the top wall 4 of a cover 3, each one set of a lower rolling element partially fitting recessed part 21, an upper rolling element partially fitting recessed part 22 which is arranged at the angle of 90 deg. to the former, and a guide surface 23 having an intermediate slope of both recessed parts 21, 22 is provided, and by turning a handle 18, when two rolling elements 20 fit partially into lower recessed parts 21 respectively, the condition in which the plug body 11 is pressedly brought into contact with the plug seat 7 is maintained, and further when rolling elements 20 fit partially into upper recessed parts 22, and condition in which the plug body 11 is apart from the plug seat 7 is maintained.
