PURPOSE:To prevent a polishing material from falling-off and at the same time improve the even smoothness of a polishing film through kneading the polishing material and a binding material in a highly viscous condition by preparing liquidization by means of two different treatments called a kneading and a sand-grinder-dispersion treatment. CONSTITUTION:The liquidization-preparation of a polishing material and a binding material is accomplished, and the polishing liquid generated from this preparation is spread on the flexible support of a polishing tape, and this polishing liquid spread on is dried and the polishing tape is manufactured. On this occasion, this prepared liquid includes at least some of the polishing material and at least some of the binding material which have undergone a kneading treatment and a sand-grinder-dispersion treatment. By the kneading treatment such as above, the falling-off of the polishing material from a polishing layer can be prevented, and at the same time by the sand-grinder-dispersion treatment, the polishing material is uniformly and minutely dispersed in the binding material up to primary particles and the even smoothness of a polishing film is improved.
