PURPOSE:To make the selection of radiant panel possible regardless of the temperature and pressure of heating medium by a structure wherein a heat source side and radiator sides respectively belong to independent circulation circuits so as to provide subpumps suitable for radiant panels. CONSTITUTION:A first loop path consists of a boiler 1, a main pump 3 and a first heat exchanger 5. Heating medium is sent by the main pump 3 to the first heat exchanger 5 to give off its heat to a second heat exchanger 6 and then circulated to the boiler 1. In addition, a second loop path consists of the second heat exchanger 6, a subpump 8 a radiant panel 9 and the like. The heating medium on the second loop path side, which is heated at the second heat exchanger 6, is sent by subpump 8 to the radiant panel 9 for giving off its heat and then circulated to the second heat exchanger 6. Accordingly, under the condition that the boiler is employed as heat source, a resin panel with soft feeling can be employed as a floor heating panel.
