PURPOSE:To emit an alarm to workers and prevent the generation of a danger accident without the patrol of a foreman in a field by remotely operating a plurality of cameras mounted in various positions in the field and performing an observation by a monitor. CONSTITUTION:A remote switch 6, a select switch 5 and a monitor 4 are mounted in a central observation station in an office. A plurality of cameras 1-3 mounted in a plurality of positions in a field are remotely operated by the remote switch 6. The picture images of a plurality of the cameras 1-3 are selected by the select switch 5 and an observation is performed by the monitor 4. A field limit line in accordance with the contents of work is set as a video sensor line. Video line sensors 7 and 8 detect the invasion of the field limit line and emit an alarm from loud speakers 10 and 11 via a voice signal generator 9.
