PURPOSE:To always bringing a peeler into contact with the outer peripheral face of a coil and to improve the operability by fitting the supporting frame equipping the peeler for open end oscillatably and installing a spring type press device as well. CONSTITUTION:A guide roller 7 is abutted to the outer peripheral face of a coil 5 by rotating a guide frame 3 by the operation of a cylinder 4. In this way, the oscillating force to the front part is given to a supporting frame 10 with the spring 19 force of a press device 12 and a peeler 9 is automatically brought into contact with the outer peripheral face of the coil 5. With the device of the is composition the peeler 9 can always be gotten in touch with the outer peripheral face of the coil 5, so an open end work can surely be performed.
