PURPOSE:To produce a coal-water slurry having good fluidity in a high coal concentration at a low cost using a small amount of required surfactant, by pulverizing coal in a wet ring roller mill and adding a surfactant. CONSTITUTION:Coal is wet pulverized in a wet ring roller mill having pulverizing rings and rollers and preferably subjected to adjustment of particle size distribution. A surfactant is then added to afford the aimed slurry fuel in about 50-80wt% coal concentration suitable for directly spray burning in a boiler, etc.
