PURPOSE:To produce a polymer useful as a flocculant and a paper-making assistant, etc., without using a surfactant, by carrying out emulsion- polymerization of a mixture of a vinyl monomer containing basic nitrogen atom and other monomer copolymerizable therewith in the presence of an azo- type polymerization initiator. CONSTITUTION:(A) 100pts.(wt.) of a monomer mixture consisting of (A1) a vinyl monomer of formula (R1 is H or 1-5C alkyl; R2 and R3 are H or 1-6C alkyl; n is 1-6) containing basic nitrogen atom (e.g. dimethylaminoethyl methacrylate) and (A2) other monomer copolymerizable with the component A1 (e.g. alkyl methacrylate) is subjected to emulsion-polymerization in an aqueous system in the presence of (B) <=1pt. of a water-soluble polymeric compound (e.g. polyvinyl alcohol) and (C) usually 0.5-15 equivalent of an alkali metal hydroxide or a water-soluble amine).
