PURPOSE:To reduce an operating time required for the generation of retrieval information, by providing a retrieval information generating means which copies the retrieval information stored in a retrieval information storing means, and generates the retrieval information. CONSTITUTION:The picture information is stored in a picture information storing means 1. A retrieval information storing means 2 stores the retrieval information corresponding to one of the picture information at least. A picture information retrieving means 3 retrieves corresponding picture information based on the retrieval information, and the retrieved picture information is outputted from a picture information output means 4. A retrieval information generating means 5 copies a part overlapping on the retrieval information stored in the retrieval information storing means 2, and forms new retrieval information.
