PURPOSE:To reduce the capacity of a program without imposing a burden to a software, by providing a signal delay means and a lock mechanism for obstructing the attaching and detaching operations of a storage medium, and forming them to a specific constitution. CONSTITUTION:The titled device is provided with a signal delay means 41 and lock mechanisms 5, 7. A signal delay means 41 forms an output signal which turns on quickly, when head load signals HDLD1, HKLD2 to an information storage device turn on, and turns off after a prescribed time has elapsed, when the head load signals HDLD1, HDLD2 turn off. The lock mechanisms 5, 7 are driven by an output signal of the signal delay means 41, and at least, in the course of a head load to a storage medium, the attaching and detaching operations are obstructed. In this regard, the storage medium is a flexible magnetic disk. In this way, an information storage device controls automatically the lock mechanisms 5, 7 in accordance with the head load signals HDLD1, HDLD2 which become a premise of read and write, therefore, no burden to a software is imposed, and the capacity of a program can be reduced.
