PURPOSE:To save energy by preventing heat source energy from being wasted and reduce the cost of the whole of a controller by a method wherein a heat retrieval device is operated to retrieve heat and keep the inside of a room at a desired temperature upon heating and cooling while cooling is effected by utilizing atmosphere in intermediate seasons. CONSTITUTION:Heating mode, intermediate season mode or cooling mode as well as the opening degree of a hot-water control valve 7 or a cooling water control valve 5 are determined by a relation between the value of an indoor air temperature, detected by an indoor temperature sensor 2, and the set temperature of heating or cooling. The damper 6 of the system of a heat retrieval device is opened when an outdoor enthalpy is small under the heating mode or when the outdoor enthalpy is large under the cooling mode, in order to operate a heat retrieval device 13 and retrieve heat. The damper 8 of ventilating device system is opened when the outdoor enthalpy is small under the intermediate season mode, in order to effect cooling utilizing atmosphere.
