PURPOSE:To make connection from any terminal subscriber interface part by providing each terminal subscriber interface part with a network layer protocol function and connecting plural packet network connection interface part to a common input/output bus in parallel. CONSTITUTION:A network layer function part 20 has the function of a network layer and a terminal control function and is added to respective terminal subscriber interface parts 6a, 6b, and 6c respectively. The terminal subscriber interface parts 6a, 6b, and 6c and packet network connection interface parts 7a and 7b are connected to the common input/output bus 8 in parallel to one another, so no matter how 6a, 6b, and 6c, and 7a and 7b are combined, data can be transferred.
