PURPOSE:To improve resolution by making two adjacent field signals nearly coincident in storage time on an image transmission side when the video is in small motion and making the two adjacent field signals different in storage time when the video is in large motion. CONSTITUTION:A B-field signal 2 outputted by an image pickup device is delayed by one field period to obtain a signal 3. signals 1 and 2 of the image pickup device are used to obtain the one-field delay signal 3 of the signal 2, the one-field delay signal 4 of the signal 1, and the one-frame delay signal 4 of the signal 2 outputted by the image pickup device in an odd-numbered field period. Motion between frames is detected on a reception side to display two field signals which are nonsimultaneous storage field signals on a noninterlacing basis when the motion is small, and also display a one-field signal which is a signal 9 and remaining field signals composed by line interpola tion on the noninterlacing basis when the motion is large. Consequently, a sequen tial scanning system with extremely high resolution is realized.
