PURPOSE:To eliminate a feeling of steering incompatibility, by prohibiting any steering wheel position compensation control by means of outflow of a hydraulic fluid at a time when a wheel rotational speed being obtained by the time differential value of a wheel turning angle is less than the setting value showing to be low speed. CONSTITUTION:A steering unit 2 operated by a wheel 1 and a steering cylinder 3 steering a steering wheel are coupled together by a hydraulic line 4. And, in this hydraulic line 4, there is provided with a hydraulic fluid outflow device 6 having an actuator 5. On the other hand, on the basis of each detected result out of respective detecting devices 7 and 8 for a wheel turning angle theta and a cylinder stroke value X, if a stroke difference exceeds the setting value, there is provided with a wheel position compensation controlling device 9 which outputs an outflow operating signal of the hydraulic fluid to the actuator 5. In this case, this device 9 is set down to such a device that prohibits wheel position compensation at a time when a handle rotating speed is less than the setting value showing to be low speed.
