PURPOSE:To automatically set an optimum machining start point by deciding a machining start point becoming the base of machining conditions three dimensionally with the aid of various references and providing a function avoiding the interference between tools and a place out of a machining area. CONSTITUTION:A storage part 3 is comprised of a machining area data memory 3a, a tool-by-tool machining data memory 3b, a tool data memory 3c and a machining condition reference data memory 3d. A reference decision part 70 consists of a machined surface area machining data setting part 71, a machining clearance decision part 72, a machining parameter decision part 73 and a machine axis cutting direction decision part 74. A start point setting part 80 is composed of a machining start point setting part 81 to apply reference condition reference data (3) to the decided result, and a start point approximate point setting part 82 to apply tool data. An area interference decision part 90 is comprised of four interference decision parts, namely, an X direction area interference decision part 91, a Y direction area interference decision part 92, a profile area interference part 93 and a round area interference decision part 94.
