PURPOSE:To supply an equal layer-shaped developer to an object to be developed by storing once a developer discharged from a liquid supplying cylinder and causing it to flow from a slit controlled by a flow rate adjusting plate. CONSTITUTION:A pumped-up developer 35 flows from the discharging port slit 50 (area S1) of a liquid supplying cylinder 46, and is stored once at the scope surrounded by a slit 66 (area S2) (adjusted to S1>S2) provided between the discharging port slit 50 and a bank 58 and an inclination guiding part 61 and a flowing quantity plate 45. Next, the developer flows to the slit 66 adjusted by the flow rate adjusting plate 45, flows to a flowing-down port slit 62 provided at an opposing electrode plate 41 through the inclination guiding part 61, is allowed to contact with a photosensitive body 9 and development is executed. Thus, to the object to be developed, a layer-shaped developer with an equal liquid pressure can be supplied and a high grade master edition can be obtained.
