PURPOSE:To classify comparatively correctly a large character and a small character by storing respectively an average size for each character of the character written by one person and deciding the large character and small character of the hand-written character of the person based upon the stored average size. CONSTITUTION:A reference value calculating part 12, when the average character size of both large character and small character is inputted, outputs the value to execute the arithmetic mean of them as reference values DELTAx and DELTAy, and on the other hand, when the average character size of the large character only is inputted, the part outputs the value as the reference values DELTAx and DELTAy as it is. When the character is the character having a large character only, a converting part 8 immediately instructs an average calculating part 6 to execute the average calculation and output, an average calculating part 6 adds an input character height dx and a width dy, calculates new average values DELTAx' and DELTAy' and outputs them to an average size table 9. On the other hand, at the time of both large character and small character, the comparing result from a size comparing part 5 is studied. For the comparing result, at the time of dx<DELTAx and dy<DELTAy, the result that the character is judged to be the small character is outputted and except it, the character is judged to be the large character.
