PURPOSE:To make the best use of the exchange channel of a digital exchange by providing a tuning synchronous data code converting means and a tuning synchronous data code expanding means, compressing a signal and exchanging data. CONSTITUTION:The tuning synchronous data transmitted from a tuning synchronous data terminal DTE 1 is compressed and encoded according to its bit rate, and added with other control information and the like to attain data of one channel used for exchanging. Then a time division switch 3 applies exchange processinng to the data. The exchanged and processed data of one channel is split into the compressed and encoded tuning synchronous data and other control information. The further compressed and encoded tuning synchronous data is expanded into the tuning synchronous data with its original bit rate, and transmitted to the tuning synchronous data terminal DTE 1.
