When hydraulic turbine or pumps skid, a shortage of cooling water vol. at runner seal improves control carriage of a machinery's stop circuit(19), which is started as runner's surrounding pressure comes near by to the draft's hydraulic pressure. A pressure detector(20) directly analyzes out priming pressure(PR). The machine's stop circuit(19) is not operated when priming pressure is high state and is decided according to the valve's response characteristic. It(19) is operated after cooling water is supplied. The machine is stoped when cooling water's supply gets out of order and needs not stop when cooling water is unnecessary.
