PURPOSE:To enable the detection of rotation with a high accuracy over a wide range even under bad conditions, by turning an internal rotor in an outer shell by a magnetic force with an external rotor to perform a detection with an optical rotation sensor in the outer shell. CONSTITUTION:As an external rotary plate 13 turns, an internal rotary plate 14 turns synchronously in an outer shell 12 magnetically coupled with a plurality of magnets 13b and 14b and the rotation of the rotary plate 14 is detected with an optical rotation sensor 15. With such an arrangement, vehicle speed or the like of a motor cycle or the like is detected with a high accuracy over a wide range from a low to high level under bad conditions as encountered when running on a worse road, in the rain or otherwise.
