PURPOSE:To facilitate remove of organic substance and formation of a gas diffusion path so as to eliminate flooding by applying centrifugal force to a flat electrode while supplying a gas containing oxygen from the center of a rotor to the electrode. CONSTITUTION:A flat electrode 3 is arranged on the inside of a rotor 2 along the circumferential side face thereof. And, a motor 13 is driven so that the rotor 2 directly connected to a rotating shaft 12 is rotated so as to apply centrifugal force to the electrode 3. Next, air and nitrogen are intaked from an air intake port 9 and nitrogen intake port 10 to a gas mixer respectively, being mixed and heated at a desired treating temperature or so by a heater 7. Thus, the centrifugal force is applied to the electrode 3 and the oxygen is also supplied thereto. Therefore, organic substance is oxidized and decomposed, thus being evaporated so that it passes through an electrode catalyst layer and forms a gas diffusion path, thus being discharged outside through a gas discharge port 11. As a result, flooding can be eliminated. |
