PURPOSE:To enable a subscriber to control the application by himself/herself in a peak mode through decision of the communication cost, by securing such a constitution where a store and forward exchange node stores temporarily all sentences of a message supplied via a subscriber line to inform the charging information to the corresponding subscriber terminal and then transmits the message after a transmission request is received from said terminal. CONSTITUTION:A charging processor 4, confirms the length, the address, the type of priority, the number of evolved multiaddresses, the type of communication, etc of a received message. and stores the receiving time point as the charging data in a subscriber-type charging file 6. At the same time, the received message is stored in a message temporary memory device 5. Then the charging information is obtained from the message length, etc. and transmitted to the corresponding subscriber terminal. The subscriber gives an answer about propriety for execution of transmission based on the charging information given from the processor 4. The processor 4 receives an 'OK answer for transmission and reads the received message out of the device 5 to transfer it to a file control module. At the same time, the file 6 is replaced according to the charging information.
