PURPOSE:To ensure the sealability, by holding a sealing member sliding on a seal surface through an elastic member to a holder, and supporting the holder through a compression spring to a stationary portion of a water turbine to bias the sealing member against the seal surface. CONSTITUTION:A sectional U-shaped sealing member 13 is adapted to slide on a seal surface 1a of a rotating member 1. The sealing member 13 is of a ring-like shape having a flange 13a. The flange 13a of the sealing member 13 is held by a holder 14 through an elastic member 18. The holder 14 is supported through a compression spring 6 to a stationary portion 5 of a water turbine, thus biasing the sealing member 13 against the seal surface 1a of the rotating member 1 and maintaining the water-tightness. Accordingly, the sealing member can follow any waviness and vibration of the seal surface to thereby ensure the sealability.
