PURPOSE:To improve ground without disturbing a current situation of a method in which a soft sheeted material having a rigid material fixed along its edge is penetrated into the ground by applying forces downwards using the rigid material as a supporting point and laid almost vertically under the ground. CONSTITUTION:Annular rigid materials 2 are fixed to both upper and lower edges of a soft cylindrical sheeted material 1. Downward forces are applied to the rigid materials 2 by vibro-hammer, etc., to penetrate the material 1 into the ground in order to form a partition A. The fluidization of the inside ground partitioned by the material 1 can thus be prevented to fortify the ground.
