PURPOSE:To minimize the start loss and to complete the start of the whole of a plant with high precision with respect to time by taking the interaction concerning start characteristics of a boiler and a steam turbine into consideration. CONSTITUTION:The minimum loss start schedule XQ and a start time TX, Q are obtained, are obtained, and processing is performed for start on schedule as follows; the boiler is fired at the present time T0, and a forecasted time TPD of start completion is T0+TX, Q when the plant is started in accordance with the minimum loss start schedule XQ. Consequently, the plant is held for every time DELTAT1 until the difference between a designated time TSET of start completion and the time TPD is smaller than an allowable value epsilon. When the difference is smaller than the allowable value epsilon, the minimum loss start schedule XQ is set to a schedule executing function 2000 as an optimum start schedule XOPT. If the difference between the designated time TSET and the forecasted time TPD is larger than a prescribed value TL, the plant is held for only a time DELTAT2 to obtain the optimum start schedule again because the optimum of the start schedule cannot be secured if the plant is held as it is.
