PURPOSE:To prevent the burning of a resistor for start by forming a predetermined quiescent time on restart after the failure of start. CONSTITUTION:When output voltage from a motor-generator 10 does not reach fixed voltage before the start set time of a timer 18 for start passes, a start failure detection relay 22 is operated by an operation output from a start failure detection timer 21. When a set command is inputted to a rest relay 16 in case of the state, a contact, l6b is opened, and the self-hold of the start failure detection relay, 22 is released while a contact l6a is closed, thus working a program timer 23. When the first set time passes, a contact 23b is opened, and an input circuit for the reset relay 16 is interrupted. when an exciting coil 20 is excited until the second set time passes and a resistor 6 for start is not short circuited, the contact 236 is closed, and an input circuit for a reset command to the reset relay 16 is formed.
