PURPOSE:To obtain a predicted value of a first index and to control suitably the variable of a second index related to 5he first index by assuming the smoothing constant of the numerical equation of an index smoothing method so that the error can be minimum. CONSTITUTION:Based upon the past stock memory contents of the first index of a memory device of a stock quantity, etc., a smoothing constant assuming device 2 assumes the smoothing constant of the numerical equation of an index smoothing method so that the error can be minimum. Based upon the assumed constant and the memory contents of a memory device 2, an ordering quantity calculating device 4 of the ordering quantity, etc., of the second index executes the operation by the numerical equation of the index smoothing method, the ordering quantity of the second index is calculated and the variable of the ordering quantity is optimumly controlled.
