PURPOSE:To stably restore signals without causing malfunction by using an averaging means to restore lost data, and switching the averaged data and original not averaged data by true or false data from a controller. CONSTITUTION:Picture signals inputted from an input terminal 21 are converted to analog chrominance signals by an analog signal processing section 1, and further converted to digital chrominance signal by an A/D conversion section 2. A frame memory 3 samples and stores R signals and B signals alternately. Chrominance signals read out from the frame memory 3 are latched by a latch circuit section 4 and separated to R,B signals. An interpolation data true or false discriminating signal generating circuit 5 generates an interpolation data true or false discriminating signal that discriminates whether data from the frame memory 3 are signal of odd number line or signal of even number line. Based on the signal, an averaging interpolation circuit section 9 prepares interpolation data by averaging true data on both sides of a false data and replace the false data.
