PURPOSE:To accurately decide the presence of an individual body in a monitor area by detecting the carrier component of an answer signal, sorting the output by levels, and discriminating whether the individual body is present in the monitor area or not. CONSTITUTION:Transmitting and receiving terminals (SR) 211-2nl send electromagnetic waves of specific frequencies repeatedly at a constant period for a specific time according to a command from a center device 5 and receive answer signals from individual bodies 71-7m that respective individuals in respective rooms 11-1n have. A transmitting and receiving terminal (SR) detects the carrier component of an answer signal and the level of its detection level is classified and detected, thereby discriminating whether or not the individual bodies 71-7m are present in monitor areas 811-8nl or not according to the classes determined by said detection.
