When the rotation of the shaft 4 is stopped, the wt. 9 and the valve element move to a concentric direction, and the valve elements 1 and the outer end surfaces 21, 5 are contacted with the bottom surface 7. At this time, burrs 20 generated at the outer end of the inner peripheral processed part 6 of the body 3 runs into the circumferential groove 8 provided to the bottom surface 7 and is avoided from the contact with the bottom surface 7.
