PURPOSE:To cope with power system control by determining the optimum guide vane opening based on the turbine rotating speed and the fall and correcting the motor output via a change in the change rate of the rotating speed by a predetermined value or more. CONSTITUTION:If the water head H and motor output command Po are given, an output is sent to a phase angle calculating section 16, and the optimum guide vane opening is calculated by an optimum opening function generator 13 based on the rotating speed N. An output of a differentiating circuit 23 at the rotating speed N is fed to a limitting band circuit 24, and when the differential value of the rotating speed N is changed by a predetermined value or more, the motor output is corrected. Accordingly, power system control such as automatic frequency control can be applied.
