PURPOSE:To obtain the titled steel material having superior plastic workability and ensuring magnetic characteristics by siliconizing a steel material by chemical vapor deposition (CVD) and by heat treating it by batch bright annealing to cause diffusion. CONSTITUTION:A steel strip S is heated to a CVD temp. of 1,023-1,200 deg.C in a heating furnace 1 without causing oxidation. The heated steel strip S is introduced into a CVD furnace 2, where it is continuously siliconized by CVD at the CVD temp. in an atmosphere of a nonoxidizing gas contg. 5-35mol% SiCl4. The siliconized steel strip S is cooled to a prescribed temp. in a cooling furnace 3 and coiled. The resulting coil 7 is put in a batch annealing furnace 6, where Si is diffused into the interior of the steel material by bright annealing in a nonoxidizing or reducing atmosphere. By this method, a high silicon steel material having high quality is efficiently obtd. without deforming the steel material or melting the edge parts.
