NEW MATERIAL:A compound expressed by formula I (X is N or C-Y; Y is H or halogen; Y1 is H or halogen; R1 is H or alkyl; R2 is H, alkyl, alkenyl, cycloalkyl, phenyl, etc.; R3 is H, halogen, OH, alkoxy, mercapto, arylsulfinyl, etc.) and salt thereof. EXAMPLE:1-Ethyl-6,7,8-trifluoro-1,4-dihydro-4-oxocinnoline-3-carboxylic acid. USE:An antimicrobial agent. PREPARATION:A beta-keto ester expressed by formula II (R1' is alkyl; Y3 is halogen) is reacted with a phenyldiazonium salt which may have a substituent group to give a compound expressed by formula III (R2' is phenyl which may have a substituent group), which is then stirred in a solvent, e.g. water,ethanol, etc., at 0-150 deg.C to afford the aimed compound expressed by formula I (R2 is phenyl), etc.
