PURPOSE:To enable quick actuation of title device and to prevent the generation of slide between a coil and a coil car by friction with a mandrel at the time of moving the metal coil by moving the mandrel without moving the weighty metal coil. CONSTITUTION:A torque generated by an electric motor 16 is transmitted through a spindle 17 and gears 18 to a coupling 19. The mandrel 15 supported by the coupling 19 and a supporting mechanism 12 receives a power from the coupling 19 to wind the coil 2. The coil car 14 supports the coil 2 in the peripheral direction and prevents loading the weight on the mandrel 15. Then, the diameter of the mandrel 15 is reduced to make a clearance between the inner diameter of the coil and the mandrel 15. The mandrel supporting mechanism 12 is moved by a cylinder 11 to pull out the mandrel 15 from the coil 2. Then, it is loaded by the coil car 14 on a coil conveyer to carry out.
