PURPOSE:To always perform pumping out from a stable water resource, and to prevent a pump from wearing, by controlling the start up and the stop operations of the pump, considering the time change of a water storage quantity in the water resource. CONSTITUTION:Each of water level signals l1, l2, l3,... from each of water level detectors E1, E2, E3,... is supplied to each of water storage quantity computing elements X1, X2, X3,..., and water storage quantities beta1, beta2, beta3,... are calculated by multiplying by the cross section alpha1, alpha2, alpha3,... of each of water resources R1, R2, R3,..., and are supplied to a rate of change computing element Y. At the rate of change computing element Y, time rates of change gamma1, gamma2, gamma3,... of the water storage quantities in each of the water resources R1, R2, R3,... are calculated at each of rate of change arithmetic circuits T1, T2, T3,..., based on an expression gamma = (water storage quantities at this time - the water storage quantities at the previous time) divided by detection time interval. And found water storage quantity rate of change gamma1, gamma2, gamma3,... are supplied to a priority order decision circuit Z.
