PURPOSE:To exactly derive the quantity to be incinerated at the time of a rise and a stop of an incinerator, by judging an operating state of the incinerator by a throwing-in interval time of waste which are supplied to an accumulating part, and detecting the quantity of the waste matters which have been incinerated by the incinerator, based on said state. CONSTITUTION:An arithmetic unit 1 judges an operating state of an incinerator 109 by a throwing-in interval of waste matters 103 which are thrown into a hopper 105 and brings the quantity of incineration to a correcting operation. A thrown-in weight measuring part 3 and a throwing-in interval measuring part 7 measure weight of the waste matters which are thrown into the hopper 105, and its throwing-in interval time in the same way, respectively, and its results are outputted to a sample average calculating part 9, and a correcting operation part 11. In this way, an incineration quantity calculating part 15 calculates quantity of the waste matters which have been supplied to an accumulating part, as the quantity of incineration, the measuring part 7 detects a supply interval time of the waste matters which have been supplied to the accumulating part, the operation part 11 executes a prescribed correcting operation to the quantity of the calculated 15 waste matters when the supply interval time which has been detected by the measuring part 7 is other time than a set time width, namely, at the time of a rise and a stop of the incinerator, and the quantity of the waste matters which have been incinerated is calculated.
