PURPOSE:To improve responsiveness in a control, by eliminating a reset wind-up in a primary loop control system. CONSTITUTION:At the time of an automatic mode, a limit operation judging means A and a tracking operation setting means B are built in a control output limiting part 14, and it is judged whether the control output of a secondary loop control system 12 exceeds a limited value by the limit operation judging means A. And when the control output of the secondary loop control system 12 exceeds a limited value LL as shown in a continuous line (o) in figure (b), the control variable PV2 of the secondary loop control system 12 is inputted to a primary loop control system 11 by the tracking operation setting means B as a tracking signal TR. In this way, it becomes possible to make the secondary loop control system 12 to follow the primary loop control system 11 as shown in (p) in figure (a) at the time of limiter operation, and it is possible to easily eliminate the reset wind-up generated in a conventional control system.
