PURPOSE:To effectively separate a dot area and a line picture area by converting a signal into a binary picture signal so as to discriminate whether the signal is in the dot picture area or the line picture area depending on the presence of a white or a black closed area in a prescribed area. CONSTITUTION:A picture signal inputted from a terminal 101 is converted into a binary coding picture signal at a fixed threshold level by a binarycoding circuit 11. Then whether a black picture element surrounded by a white level or a white picture element surrounded by a black level exists in a noted area is discriminate by a closed area detection circuit 12. A write circuit 12 receives an output of the circuit 12 and writes the result of closed area detection to a position corresponding to the built-in 1st picture memory. The result is fed to a photographic area smearing circuit 14, the minute photographic area in the line picture area is changed forcibly into the line picture area and the result is outputted from a terminal l02.
