PURPOSE:To make an insulating member come in uniform and close contact with the surface of a conductor, by fastening elastic units to the surface of the member with a tape after the conductor is coated with the insulating member, and by putting the conductor into a heater to melt the insulating member. CONSTITUTION:A conductor l is coated with an insulating member 2, and the space sections of the insulating member 2 are impregnated with resin. After that, elastic units 5 are engaged with the surface of the member, and then, the surface is wound up firmly with a tape 7 resisting the elastic force of the elastic units 5. The conductor l is heated in this state, and the insulating member 2 covering th. conductor l is melted, and the melted member is made to come in close contact with the conductor l by means of the elastic force of the elastic units 5. The then elastic force works on the conductor l effectively with the action of grooves 6 formed on the surface of the elastic units 5.
