PURPOSE:The titled apparatus, having a screw type heat exchanger and injection device in the former-stage part of a heat exchange type reactor for coverting into oil and capable of reacting organic sludges at high temperatures under high pressures to give a fuel oil, simultaneously treating the sludges, enhancing the fluidity of the sludges and stably operable without blocking. CONSTITUTION:Organic sludges are thermochemically reacted under condition of high temperatures under high pressures to give a combustible liquid therefrom and the treatment of the sludges is simultaneously carried out. In the process, a single screw type heat exchanger (A) or twin-screw type heat exchanger (B) is installed as a preheater 5 in the former stage of a heat exchange type reactor 6 for converting into oil and an injection device (P) is provided between the preheater 5 and the reactor 6. A dehydrated sludge 3 is fed from an inlet part (C) into the preheater 5, preheated, forcibly delivered from the outlet part (D), injected into the former-stage part of the reactor 6 by the injection device (P), heated in the reactor 6 by a heating medium 8 and thermochemically reacted under condition of a high temperature under a high pressure to afford a combustible liquid and the sludge is simultaneously treated.
