PURPOSE:To judge the travel state by providing an information value detecting means detecting information values such as the car speed or the engine rotating speed changing in relation with it and an arithmetic means calculating the average value of the information values or its contant-multiple value within a predetermined segment. CONSTITUTION:The frequency distribution of information values 1 such as the car speed or the engine rotating speed changing in relation with it is expanded with its maximum being low and located near the middle speed as shown by a solid line P during the mountainous road travel, on the other hand, the frequency distribution is narrowed with the maximum section being high and moved to the low speed side as shown by a broken line Q during the ruban area travel. Therefore, the average value of the information values or its segment becomes large for the mountainous road travel and small for the ruban area travel. Likewise, even under the same road condition, the frequency distribution of the information values during the brisk driving is expanded with the maximum section being low and moved to the high speed side and the constant- multiple value of the average value of the information values becomes larger as compared with those during the tranquil driving.
