PURPOSE:To eliminate the deterioration of picture quality due to the inter-line flicker of a reproduced display picture of a standard receiver and to improve the vertical resolution of a reproduced high definition television picture by providing respectively a specific filter to the transmission side and the reception side. CONSTITUTION:An input picture signal from a high definition television picture signal source 1 is fed to a transmission side scanning system converter 2, where the signal is converted into a television picture signal by the interlace scanning system having a low scanning frequency and the resulting signal is fed to a high definition television receiver 4 and the standard system television receiver 5. The attenuation characteristic (d) of the band limit filter 6 of the scanning system converter 2 is kept to reduce the signal level of an inter-line flicker generating frequency region. The response characteristic (b) of a time spatial filter 8 of the high definition television receiver 4 consists of the band limit characteristic (a) to prevent a reflected distortion caused in an animation picture and response characteristics b1-b5 for recovering the signal level of the interline flicker generating region.
