PURPOSE:To improve heat insulating property by pasting a heat insulating material on the lower face of a metal plate which is provided with a receiving groove to receive a pipe to pass a heat medium and providing a close contact elastic section which makes the side section of the heat insulating material contact closely to a joist. CONSTITUTION:At the end sections of both sides of a metal plate 1 parallel receiving grooves 6 are formed and their upper faces are open. On the outside of the receiving groove 6 a flange piece 4 projects. A heat insulating material 2 is pasted on the lower face of the metal plate 1, and at the side section of the heat insulating material 2 below the flange piece 4 a close elastic contact section 17 is provided. The heat insulating material 2 and the receiving grooves 6 and 6 are dropped down between the joists 3 and 3, and at the same time the flange pieces 4 and 4 on both sides are placed on the upper faces of the adjacent joists 3 and 3, and nails or small bolts are struck into the joists 3 through holes 7 of the flange piece 4 to fix a floor heating panel A to the joists 3 and 3. At this time the close elastic contact section 17 contacts the end faces of the joist 3 without gaps. With a pipe 5 for passing a heat medium fitted into the receiving groove 6, the upper face of the metal plate 1 and the upper end of the pipe 5 are flush with each other.
