PURPOSE:To obtain the titled resin foam of excellent decorativeness, by forming a thin layer of a composition containing a PVC resin of a degree of polymerization lower than that of the following PVC resin on a lower layer comprising a composition containing a PVC resin and a blowing agent and foaming the lower layer by heating. CONSTITUTION:A plastisol is prepared by adding a suitable amount of a blowing agent, a plasticizer, a filler, a stabilizer, a pigment, a diluent, etc., to a polyvinyl chloride resin of a degree of polymerization of 1,200-1,500 and kneading the resulting mixture. A base such as flame-retarding paper is coated with this plastisol and heated to a temperature lower than the decomposition temperature of the blowing agent to form a lower layer in a semigel state. On this lower layer a 0.005-0.4mm-thick thin layer of a composition containing a polyvinyl chloride resin of a degree of polymerization lower than that of the resin used in the lower layer by at least 200 is formed. The lower layer is foamed by heating to obtain a polyvinyl chloride resin foam having a pattern of fine irregularities.
