PURPOSE:To transmit heat in cooling water to fuel so as to exceedingly enhance the plant efficiency, by providing a fuel heater on the way of pipings to a heat exchanger and a cooling water tank, in a system provided with pipings for returning the cooling water into the cooling water tank. CONSTITUTION:Cooling water for a diesel engine 6 is supplied from a cooling water tank 11, so as to cool the inside of the diesel engine 6, and is supplied to a fuel heater 40. The cooling water is sucked from the tank 11 by cooling water pump 12 for being pressurized, and is supplied to a lubricating oil cooler 13 and sealing air cooler 14. Fuel oil supplied from a storage tank 20 through a pump 30, is heat exchanged in the fuel heater 40. Therefore, the heat of the cooling water is transmitted to self-consumed fuel, thereby it is possible to exceedingly enhance the efficiency of a plant.
