PURPOSE:To coincide the synchronization of a synchronizing signal and a video signal without an error by providing a controlled potential synchronizing signal addition circuit in a camera controller. CONSTITUTION:A synchronizing signal generating circuit outputs a signal to a pedestal clamp circuit 7 and the controlled potential synchronizing signal addition circuit 11. A controlled potential clipping circuit 8 clips the synchronizing signal at a potential lower by a constant voltage from a pedestal level to make the amplitude of the synchronizing signal constant. Thereby, the synchronizing signal is maintained to a constant potential. Therefore, in the synchronizing signal circuit 6 of a monitor camera 1, the synchronizing signal can be easily separated and a stable synchronizing signal output can be fed to a video signal circuit 4.
