PURPOSE:To effectively prevent an IC card from being illegally issued by providing the titled system with a work inhibiting means for accepting starting operation immediately after the production of a card only when a prescribed code array is inputted. CONSTITUTION:An IC card 1 under produced status is not yet started when the IC card is inserted into a terminal equipment to be a card writer 9, electric power is supplied and a reset signal is inputted, so that no ID signal is outputted and writing of an ID number or the like is impossible. Once ending the writing of the ID number, operation similar to that of a normal ID is executed. The IC card 1 stores a prescribed data array 6 in its memory 5, and only when a data array inputted from an input device for a terminal equipment 9 is inputted to the IC card through a control device 8 and coincides with the data array stored in the memory 5, the start inhibiting means 4 accepts the initial starting of the IC card. The data array stored in the IC card has been previously defined and it may be a specific ID number or a data string having specific relation.
