PURPOSE:To efficiently perform the propagation of bacteria, by providing communication flow passage parts so that a part of at least one communication flow passage part among them, that is, a part of a pipe water channel is erected vertically. CONSTITUTION:A water tank is constituted as an endless water channel forming an endless flow passage consisting of open water channels 1 providing open water channel flow passage parts (a) and a pipe water channel 2 providing a communication flow passage part (b) communicating both ends of said water channels 1. A part of the pipe water channel 2 is provided so as to be erected to a vertical direction and a gas supply pipe 3 is provided therein to constitute an air lift part (c) and the upper end of the air lift part (c) is directly connected to an upstream end part (d). When gas is introduced under pressure through the gas supply pipe 3, a gas-liquid mixing system is formed in the air lift part (c) and the density in the air lift part (c) is reduced and the stream directing from the downstream end part (e) to the upstream end part (d) is formed in the air lift part (c) by the rising force of air bubbles to form a stream repeatedly recirculating in the endless water channel.
