PURPOSE:To securely prevent toner from sticking unnecessary through simple constitution by operating an electrostatic charging means in an operation process, etc., which is not relevant directly to an electrostatic latent image forming process. CONSTITUTION:When a corotron 30 for electrostatic charging is turned on with a signal supplied from a CPU 104 to a high voltage unit 112, the surface of a rotating photosensitive drum is charged uniformly and positively. When the positively charged surface of the drum is positioned right below an LED head 28, all LED elements of the LED head 28 illuminate. Thus, the corotron 30 for electrostatic charging is turned on, and consequently even when the photosensitive drum surface which is not exposed to the LED head 28 passes right under a developing device, a repulsive force operates on toner which is charged positively because the drum surface is charged positively as well, so that no unnecessary toner is attracted to the photosensitive drum surface.
