PURPOSE:To impart electrical conductivity and shielding properties for electromagnetic wave to an insulator such as concrete by dispersing metallic compd. and/or silicic acid compd. into base liquid such as melt in a state of an ion and/or colloid. CONSTITUTION:Liquid is prepared by dispersing metallic compd. (metal and/or metallic compd.) and/or silicic acid compd. (silicic acid and/or silicic acid compd.) into base liquid such as melt or nonmelt in a state of an ion and/or colloid. Further liquid wherein metallic compd. and/or silicic acid compd. is dispersed in base liquid in the state of the ion and/or colloid is solidified, cured or after mixing it with the other raw material, the mixture is solidified, cured or furthermore calcined to obtain solid. Still further as the above-mentioned raw material, powder, granule, crushed material, leaf, fiber, fibrous material, etc., are used.
